Legal Question in Civil Rights Law in Michigan

The father of my baby told me he wants nothing to do with our baby when it's born. He said he will not take a blood test when the baby's born to prove he's the father to get outa child support. Is there anything I can do? And what if he moves out of MI before the birth?
