Legal Question in Civil Rights Law in Michigan

scary neighbor

I have a neighbor who dresses all in black from head to toe and stands in his backyard every single morning and glares at me as I leave for work. This has been going on for 2 years. When I come home for lunch and again when I come home from work, he is standing in his den window glaring at me as well. I have approached his family about this and was completely blown off about it. I know he is not breaking any laws but this is very scary and creepy. I have to believe he is mentally disturbed as he does not speak.

Do I have any recourse here other than moving, which I can't do.

I understand your concern, as I live and work in Livonia, but unless it escalates, there is not much you can do at this point. If he comes on your property, you can charge tresspassing. If he threatened you, you could obtain a Personal Protection Order. Otherwise, just try to ignore him and have your cell phone with you at all times.
