can a cable company go into your account and take money without authorization or judgement. can my bank debit my account knowing there is not enough funds and then charge me overdraft fees.

No, the cable company cannot access your account without your permission. Your bank may be offering you an overdraft protection service. If you did not agree to this additional service, you need to dispute the fee.

Remember to ALWAYS communicate IN WRITING so that you have proof of your communication. Delivery confirmation will also shore up your proofs.
