how do I dispute a collection agency that is trying to collect on an account I never had? (I even called the bank the collection agency is "collecting for" and they said the account was most likely fraud.)

Well if a collection agency is reporting false information then that is an attempt to collect a debt that is regulated by the Fair Debt Collection Practices Act. You can also dispute but you have to do it the correct way. Do not do online disputes with the credit reporting agencies as you will waive certain rights and do not call because then you have no record of that dispute. You have write in the dispute to each credit reporting agency. Before you do that, though you should be looking into whether there is some kind of identity theft going on. The bank should know whether it is fraud or not but the bank will have no clue if they sold the debt. They should be able to tell you if they sold a debt or charged off a debt (you still owe it). Then you can use that as evidence but disputing without evidence is not always the best bet.
