Extradition decisions (e.g., ___ miles from the county border pickup, state-wide pickup, neighboring states extradition, "extradict from anywhere") are typically made by the prosecuting attorney's office in consultation with the sheriff's department. These decisions impact budgets and manpower because for in-state pickup orders, the county sheriff becomes the taxi service back to the prosecuting county, and for cross-state-lines extraditions there's much more expense for travel or even contracting with an extradition service that generally busses defendants around the country to eventually arrive in the desired jurisdiction (sometimes costing thousands of dollars per defendant). All of these budgetary decisions have to be assessed for each defendant and case. For example, for a murder case, we'd extradict from anywhere, but for a misdemeanor property crime we might only do a 100-mile pickup limit. For a notorious defendant with a long record (and better chance to be sent to prison), we'd probably authorize a broader extradition range. Etc.
