Legal Question in Family Law in Michigan

Biological, father and mother never married. Child was born with disabilities. Biological mother, raised said child. Paternity was established with the Biological father. Biological father passed away, owing back child support. And never fully honored the child support ordered, or visited said child. Biological mother got married. Child is now an Adult. This Adult child, would like to be adopted by Biological mother's new husband.. of which he has been a part of the child's life for many years. He is the one, the child calls Dad. He also, is very aware that this child wants this. What steps are required for this to happen?
