Legal Question in Family Law in Michigan

I would like to move out of the United States with my 2 children. Their father has been in and out of their lives there is no court order of any type of custody or visitation he has never filed or taken me to court. Never paid any child support. And expressed no interest in ever doing either. History of domestic violence and a PPO in the past. I would like to know can I legally move out of the country without any problems or future legal problems. If so how can I get the childrens passports since I cannot find him or contact him after trying phone calls and even trying on social media?
