Damage to mailboxes during course of public road maintenance

Road commissions who clear roadways and shoulders occasionally hit mailboxes. Many are from the snow coming off the plows. When that is not able to be determined, who is responsible in a they-said, we-said situation?

The cost of resolving this issue exceeds the potential benefit to be gained by anyone prevailing in it.
