Harrassment

Every since I complained about my neighbor's music to the manager of my apartment building, my neighbor has been harrassing me with loud music and scratching my car. I have filed several police reports reports, but they can't do anything because I didn't actually see him damage my car, although I did see him in the process of begginning to damage my car but stopping at the last minute when a woman with car trouble interupted him. What can I do?

Hang a camera in plain view. He will never know it is not loaded. If the music is real loud, call the cops. If they will not do anything about it, go to the chief.
