When a plaintiff serves a subpoena to a non-party, is the plaintiff obligated by law to notify the defendant of the subpoena and to who it has been served?

Yes, under general state court civil procedure rules, a copy of the subpoena must be served on all parties to the action, even if not directed to those parties. Note: This response does not address small claims, federal or criminal procedural requirements.
