Legal Question in Landlord & Tenant Law in Michigan

Does my landlord have the right to go in my neighbors basement and shut my water valve off? I live in a duplex and my bill is a little late. I do not have a shutoff notice yet. The bill is in my name. My landlord has the water company send him my bill too. I do not think that is right at all.
