Legal Question in Real Estate Law in Michigan

Michigan: During college, I rented an apartment and paid my rent on time. I sent my letter to vacate via email. The housing office claimed that they never received it. I deleted all of email because to free up space not thinking I would need it later. I never had a rental problem. I have no proof and accepted the consequences. As a result, they filed a judgment against me (~$700) but I have not been able to pay because I was jobless due to the recession. Now, they have garnished my state return. But the garnished amount (~170) was not applied to the judgment amount at all. Instead, all of it was taken for attorney fees and the amount owed is continually growing with increasing attorney fees. Is this fair?
