I rear ended a gentleman. He took my information, but no officers were called. We went on with our day. A week later an officer shows up at my door issuing me a ticket for the accided. Can he do that?

Yes he can do that. I routinely handle traffic citation matters. I have had great success in reducing failure to stop within an assured clear distance to a zero point violation. See cbrownlegal.com and contact me for help.

Yes, I agree. Hire a local attorney and get a deal to avoid points. I'm right next to thev35th district court if that's where the ticket was issued.

Unfortunately, yes. Don't admit responsibility--hire an attorney. Given that the ticket wasn't issued at the scene, you may be able to challenge it outright or worst case scenario walk away without any points. Contact an attorney to help. Good luck.
