Legal Question in Wills and Trusts in Michigan

My sister and myself are co-personal representatives of my mother's estate. We are trying to cash in on a stock certificate but it requires the "notarized" signature of myself, my sister and 2 brothers, one refuses to sign. What can be done? We need this money to pay an attorney bill attached to my mother's estate.
