What exaclty does it mean when the Supreme Court says that it ''vacated in part and remanded''

It means part of the lower court's judgment is affirmed and part of it isn't. To remand means to send back to the lower court for further proceedings in accordance with the higher court's instructions. For example, if the lower court applied an incorrect interpretation of the law, the Supreme Court might remand the case back to the lower court with instructions to "do it over," this time applying the correct interpretation of the law.
