Legal Question in Business Law in Minnesota

I want to participate at a local fair by walking around and selling my goods. They do not let their vendors walk around and sell items so instead I am wondering if I could buy a city peddling license and vend at the fair even though I do not have a license from that particular fair? The fair is on public property and my city does not list any restrictions for a peddling license besides you can not have structures on private property.

The fair representatives would be within their rights to prohibit you from interfering with their event.
