Legal Question in DUI Law in Minnesota

MN Whiskey Plates

I understand that one is unable to obtain regular plates again for one year after the date of impoundment.

However, after all driving privledges are fully reinstated (180 days on 3rd degree), is the offender able to drive a car that does not have special plates on it? (for example, a spouses or friends vehicle)
