is it legal for a school police liason to talk to and issue a citation to a 12 year old without his/her parent present?

Yes. I am afraid that there is nothing that requires law enforcement to contact a parent or have a parent present before questioning a child. They must, however, notify the parents within a reasonable time frame if the child is taken into custody,
