Legal Question in Immigration Law in Minnesota

I have a 16 year old friend who wants to move from the UK to the US. We've been trying to find a way that she can legally live here but we haven't found anything besides a marriage visa. I do plan on marrying her someday but she's only 16 so we would like to wait. What would be the easiest way to get her from the UK to the USA?

None. As a minor, she has to have consent of her parents.

There are student and exchange visitor visas for young people who attend college in the USA. This could be an options when she is no longer a minor child.
