Legal Question in Employment Law in Minnesota

Is it legal for my employer to hold my last paycheck in finding my replacement even if I signed some company papers (Employee handbook in which I've never seen before states that the company can hold my last paycheck in finding my replacement since I didn't give them a 2 weeks notice)?
