Legal Question in Employment Law in Minnesota

I recently ended my employment, and my employer is now going to take money out of my final paycheck on the grounds that I will not have actually accrued that PTO for the remainder of the fiscal year. There was no employee handbook given or contract that was signed. Can they do this legally?
