A W-9 is issued for an independent contractor. As a result, it appears that there is a conflicty with regard to whether the contract between the independant contractor and employer was breached. That is what is being alleged by the employer. If you believe that you are owed the money, you may file a civil lawsuit against the employer to collect your contract damages.
