Legal Question in Civil Rights Law in Missouri

I was convicted of a felony DWI in Boone County, Missouri in June 2000. I completed all requirements set by Probation & Parole in 2003. Since then I have lived in Yuma, Az. 2010 The Court of Boone County, Mo. reinstated my drivers license. Over a year ago I applied through Mo. P&P to have my civil rights restored. To date I've not heard anything from P&P. Since the vote in 2014 on Amendment 5 does that mean my civil rights were automatically restored or is there a process I need to go through?
