Legal Question in Family Law in Missouri

I have two children and their father pays child support. He is not an active parent in my kids life, but chooses when he wants to be involved. Anytime he asks to see our children, I always grant it because I do not want to ever keep them from seeing their father. But now he is wanting joint custody. Can he be awarded joint custody if he has not been involved in their lives since they were born and only sees them a couple times a year? Also if I already allow for him to see the children why would joint custody be necessary?
