fathers rights

I have a child with a woman and the child resides with the mother. she is planning on moving with the child what rights do I have as a father.

Your question implies that you were not married to the mother of the child. Did you sign an affidavit of paternity since the cild was born? Were you determined to be the father of the child by DCSE or FSD? Did a Judge declare you to be the father of the child? Unless a Judge made an Order/Judgment granting you this legal status and the rights that go with it, you may have no rights whatsoever. If you do have legal rights then the mother is required to comply with the relocation statute, and you are entitled to protest the relocation in court. You should consult with an attorney.
