Legal Question in Family Law in Missouri

is it legal for a police officer to allow a non custodial parent pick up a child from school and leave without the custodial parents permission? custody was determined by the state through paternity testing and no visitation or court order was given. but the custodial parent does not come to the school when she is called by the police officer because she had an arrest warrant. is it legal for the non custodial parent to take the child across state lines to live with him?
