Legal Question in Family Law in Missouri

I am a resident of St.Louis county in Missouri. I am the subject of an investigation of suspected child abuse involving my children. Children's division says they were not taken from my custody. They spent the weekend with their father and he states he was informed that my children are to remain in his custody. I was told by Children's Division that they don't determine custody. The father says I can't get my children. He tells me one thing and Children's Division another. I am confused as to what is legal! I need answers because my children want to come home and I don't know what to do because I am not familiar with the process. Can anyone answer this for me? Can I go get my kids from him?
