Legal Question in Family Law in Missouri

Im a single father of a 9 year old daughter whos mother plays no role in saint louis mo. I make 32k a year and have $50 a week in spending for gas, food and necessities. Just recently i had twins with another woman who is making it difficult to see my twins. I havent filed for custody because i cant afford to pay child support for twins. How can i see my kids? Will the court take into consideratiom me being a single father, with little money when determining my rights and how much i pay?
