Legal Question in Family Law in Missouri

My ex wife just moved from Vancouver, WA to Cosby MO with our two children, age 15 and 17. My ex wife is an alcoholic and got into a physical fight with my daughter age 17. The police came and it seems my ex and my daughter had conflicting stories about who instigated the fight. They said that at age 17 technically she could be charged with assault. My daughter wanted to leave the house to stay with her grandma and the police said that she could do that and here mom could not stop her. My 15 year old son though would need permission from either my ex or myself. Both the kids want to come back here to live with me, I live in Sandy, OR, and my ex refuses to let them. I'm pretty sure I know the answer to this question, but are they able to just come to live with me or do I need to take her to court? It seems at 17 in MO you can make that decision on your own but it just seems like such a gray area.

You need to modify the dissolution judgment in the state where it was granted.
