Utilities Question

Is submetering the gas utility legal? I did not have the heat on for the last month, as we were not living in the apartment, and I still received a bill for ~$30.00. This bill use labeled as ''basic rate''. I have a knowledgeable feeling that the company takes the building bill and subdivides the amount per apartment evenly, i.e. $2000 is the amount of the bill, 20 apartments per building and everyone's bill would be $100. Thank you.

I doubt that this is lawful, but it may be if you specifically agreed to it in your lease. You probably need to consult an attorney on this issue in your home city and have him or her take a look at the practice.
