Bug fogger caused major health problems

I set off a bug fogger a few weeks ago, and following instructions I returned to my apartment 3 hours later to air it out (the instructions said 2 hours). After being inside for about 10 minutes I started getting light headed so I went outside. Once outside I started having trouble breathing, and my arms started to go numb. I went to the hospital where they kept me for over 7 hours in observation. 2 days later the problem returned (it never went away 100%), so I returned to another ER. After seeing a doctor I was told it attacked my respiratory system the first time... and now I am suffering for major panic attacks which they believe the fogger triggered. What should I do?
