Legal Question in Real Estate Law in Missouri

We have two Home Owner Associates in our Jefferson County MO neighborhood. One established in 1970's(ish), the othe established in 1987. Neither have enforced, collected dues or discussed the HOA bilaws for almost 15 years. Recent home owners in the neighborhood were not informed of the existing HOA and annual dues. Now there is a movement to re-establish the 1980's HOA, and a desire, with resistance from the older HOA, to encorporate the entire neighborhood into one HOA. My research revealed the HOA's no longer exist because nothing has been filed annually as required with the state for the past 10 years. Is this correct and if so, is it legal to establish the one HOA for the entire neighborhood, even against those that don't want it?
