Sibling resisting Probate

My youngest Sister, has resisted efforts to finalize our Dad's estate, we were co-guardians, but she alone was fiduciary with the VA. She has not been communicating with her own lawyer. She continues to use our parent's home as her own ''storage facility''. What legal actions should I take?
