is it legal
people with foreign businesses are sending me job offers asking me to take checks from US clients, cash them, keep 10% and send the rest to them. Is this legal?

It is a scam! They will send you the checks, you will cash them, only to find out that they are forgeries and you will be liable for the full amount of the forged check. Report it to your local law enforcement. See this link: http://postalinspectors.uspis.gov/radDocs/consumer/moalert.htm
