He is currently in a Hawaiian hospital and his employer is now saying he does not have insurance. How can I file a complaint with the state for unfair labor practices?

All disputes dealing with wages may be resolved through the Department of Labor and/or local, state or federal agency which is located in the State where the violation took place. It is important he contact the agency as soon as possible and/or contact an attorney to perserve any rights he may have under the law because there are statute of limitations issues.
