How do I go about getting child support and back child support from a dead beat father that we finally located?

Well, it depends. If he has anything to get (if he's a hobo living in a cardboard box there is not much to do, really), the usual course is to either sign up through the D.A., wait, and hope for the best, or hire private counsel to file a motion to reduce arrears to judgment, plus interest, penalties, and fees.
