Legal Question in Employment Law in Nevada

I am a manager in a casino and I have a very difficult employee who is constantly being spoken to for violating Company and department policies. I consult with the HR department on each issue and am given guidance on the counseling. On numerous occasions the HR department has later told me I must rescind the write up or that TM cannot be written up even if it is a violation of company policy with a signed acknowledgement in the employee file. HR will not back me with this employee and fails to see the issue that is being caused in my department. This employee has been caught falsifying company documents stealing from other employees in the department and a laundry list of other clear violation but HR will not handle. In the past the employee was placed on a final written at HR request and I was informed 4 months later I it must be rescinded but 6 months earlier I was allowed to terminate and employee for the same infraction. The stress from 2 years of this ongoing issue has cause me to quit my jobs as I feel I am not allowed to effectively manage my department and do not have the backing of HR. Is there any course of action I can take?
