Overseas TV Commercial Rights

I was overseas and saw a funny tv commercial that would be good for one of my clients (of course dubbed in English). Do you know if overseas tv commercials have worldwide rights or can someone just use the commercial without any agreements with the commercial owner?

The answer will require factual and legal research to complete. Although the commercial was apparently written, produced and aired overseas, the owner of the distribution rights could be a US entity or a foreign entity with rights recognized under principles of international comity. It would not be prudent to republish the work without first understanding ownership interests and legal rights.
