Legal Question in Construction Law in New Jersey

Building inspector

I have the local building inspector looking to come into our house and look at a tile job that we did. He is acting on a tip he got from the local Trash men when they claimed the saw building debris in our yard. He wants to come in to check and see if we need a permit for any of the work we are doing and if we do he said he will write a violation. I know we are not required to have a permit for our tile job, now my question is what rights does this building inspector have to enter the premmis based on the information he has recieved there is no evidence on the property of any sort as far as construction debris. Do we have to let him in? Is there any sort of legal action he could take to get into the house?

Tell him to get a search warrant or a court order.
