what course of action do I have against the credit card companies who sell my credit card number to telemarketers.

There are privacy laws to protect consumers from telemarketers. As an example, if you tell a specific telemarketer to put you on the "do not call list" and that same telemarketer calls within a year, you can sue for statutory and actual damages. Also, your creditors were required by a recent federal law to disclose to you how they would use your info and give you info on opting out from that use.
