Legal Question in Family Law in New Jersey

My ex-husband was court ordered supervised visitation in a county theraputic facility. The facility denied the visitation in 12/14 because it was not in the best interest of the kids. He has not seen the 2 boys in 2.5 years (6yrs and 4yrs old). The youngest only knows my current husband as his dad and the oldest wants nothing to do with my ex (abuse issues). My current husband wants to adopt th boys, what is considered abandonment in nj? How do I get termination of rights because my ex wont sign them over out of spite? I just got my first child support check this week in 3 years. We want to file for adoption but want to make sure we do it correctly. Last of all our custody/divorce/CS cases are in one county and I live in another so i have to file adoption in a new county from my other cases.
