can a temporary restraining order still be in effect when the person who sought it communicated with the other family and his family?

The person restrained can get into a great deal of trouble of the alleged victim decides to report contact with that person in violation of the restraining order because the alleged victim is not, technically, subject to the restraining order but the person restrained is. The person restrained should avoid contact with the alleged victim until the restraining order is successfully dismissed.
