Legal Question in Civil Litigation in New Jersey

My fiance is receiving a large amount in a personal injury lawsuit. my question is can his mother file a garnishment on that money? she has custody of his children and he does owe back child suppport. what i told him was that the state is going to take the arrears in child support before he even sees the money and that money will go to his mother because she is caring for the children. but can she garnish more money or put a stop to him receiving the money?
