List of employment benefits signed, but not delivered

I worked in a doctor's office for a yr & 1/2. After 1 yr of employment I asked for a copy of my benefits in writing. # 1 on this list was that after 1 yr of employment I would be eligible for contibution to a retirement plan (SEP-IRA). After 1 1/2 years I decided to leave my job due to problems with the office manager (Dr's wife). On 4/16/04 I received a letter from my employer that I will not be receiving this benefit because he it was recommended to him not to contribute to this IRA. Can he just take away a benefit that he had put in writing to give me after 1 yr of employment, just because he does not want to. 4 people worked in this office, the Dr, the Dr's wife, a receptionist and myself. The receptionist left the office for the same reason I did. She had worked for 3 yrs in the office. The Dr promised her that she would still receive this benefit after leaving (he said this in front of me). She also received a letter on 4/16/04 saying she will not receive this benefit. The only other person to receive this benefit would be the Dr's wife. Of course this decision will not affect her as she is married to the Dr. What should I do and who would be able to help. It sounds as though your employer violated the terms of his own benefits plan. Depending on the exact circumstances, this may even have criminal reprecussions for the employer.
