State foster children damage

I have rented my home of 20 yrs to a man and his 2 sons then he moved in three foster children. I renewed the lease with 3 foster children and one son (one went to prison) due to him saying the kids have been thru a lot. Then the tenant moved 2 more foster children in. I have finally got them out. The house is trashed, rugs burned, holes in walls etc. We now find out the foster parent (tenant) has an unpaid eviction judgment. He is now suing me for his security saying I didnt give him time to clean and repair damages even though he was a holdover for 10 extra days. Can I get restitution from the state for the kid's damage? The tenant is a deadbeat and contributed to the damage by letting his animals urinate and deficate all over my house? I never authorized the state to ''license'' my house but I may have done that by letting the 3 kids stay. But I never leased the premises for 5 state kids, 4 dogs, 3 parrots and 2 cats. Nightmare.
