the owner of the home where I live died without a will his stepdaughter claims he willed it to her legal papers state that she is an administrator they pay no taxes not even the water bill the tenants pay are they supposed to collect rent

I am presuming there is no written lease explaining what you must pay. This is unusual since any tenancy longer than 6 months must have a lease in writing. Traditionally, the tenant pays all expenses of the home, which might include taxes and water, plus some additional amount as "rent". You do not say what you were paying when the owner was alive, and how any payments were calculated and what was included. I need more information to adequately respond, but suggest you meet with the administrator and try to resolve a rent figure and have a written lease spelling out all of the terms.
