Fraudulent use of social security number

I have a friend who clams that her mother has used her name and social security number to sign her up for items such as phones and credit cards without my friends knowledge most of which happened between the ages of 16-18 years old. Is this a fraudulent use of my friends social security number? Can my friend be rewarded for any money lost or debt sustained?

It sounds like fraud but the the reward you seek is not a question for the social security administration but rather for creditors.
