Legal Question in Tax Law in New Jersey

I own a single family house in Richland N.J. Is it legal for the Township to assess my house at a higher rate because I would not allow them inside?

Technically, "no." But what really happens is the assessors add extra rooms, bathrooms, etc. which makes the assessment higher. You should immediately engage a tax lawyer to fight this.
