Legal Question in Traffic Law in New Jersey

car accident

I was traveling on a main highway when my vehicle was struck by someone pulling out of a parking lot. Report was writen as no fault. How is this not the other drivers fault? And how do I go about fixing this? I believe she should also have recieved tickets, as well as her insurance company should pay for my damage. She had no damage and claims I hit the front of her vehicle. How is that possible with the rear side of my car? Please can someone help me?
