Legal Question in Traffic Law in New Jersey

I was just released from being incarcerated for 13 years. Prior to going to prison I acquired tickets born driving without a license n no insurance. Over the years in prison the surcharges kept adding up. Now I have to pay DMV 2,400.00. Can in get these surcharges extinguished because of my incarceration and inability to pay?

Call the motor vehiles, surcharge section and explain your situation and then make a payment agreement you can keep,such as $2,400.00 to get driver's priileges back and then stop screwing up and drive safely.
